It highlights the issues arising from the meso-level and describes the key tenure and tree management issues in Uganda and Malawi. It also presents the changes in land use and tree cover between 1960-70 and 1990. It concludes that: A) There has been significant conversion of land from woodlands to agriculture; B)Tree cover has been more or less maintained over time in Uganda but has decreased in Malawi; C) The relationship between tenure and tree management is found to be linked to land-use and tree-cover change in both the countries.
