The report divided into six chapters the first puts the plan into the context of operational mandate and technical advisory committee priorities. The second and third chapters summerise 7 programmes no 23 projects for which provided an objective key activities and expected output. The fourth chapter translates the plan into allocation of resources along with its justification; the fifth chapter focuses on organizational and institutional issues and the sixth offers alternative resource scenarios.
